High Beams and turn signals not functioning and all fuses and bulbs are 100%?

I think you may have pulled a wire out somewhere near where you changed the blubs, double check all the wires...

You might need to turn the key back ever so slightly after starting it. See if the lights work then. The ignition switch sometimes doesn't spring back as far as it should on older Volvos. It's worth a try. This is the same fix for when you can't get it out of park.
