How do you get the back seat to lay down

Just bought this car for my daughter.  Couple of cosmetic problems and seat belt issues.  The back passenger seat belt is stuck behind the seat and I don't see a latch to put the back seat down.  How do you get it to lay down?

there is an oval button on each side of the side, at the top left and right corner.
