I have a 1999 chevy express van. The fuel pump is kicking in but will not catch and run any ideas?

Electrical? Maybe a lose or bad connection, or bad pump. Mechanical? You may look for gas leaks indicating a hole in the line to let air in and gas out to reduce fuel flow. First look at the filter, see if it is stopping the flow of gas. If it has never been changed, so it anyway and see if that helps. Also make sure the injectors are not plugged with gunk.
