1989 toyota celica gts. Idle jumping between 800rpm to 1200 rpm after 3 mnutes of idling after car is started in the morning and last for around 30 seconds.

When I start the car so it can heat up in the morning it runs fine but after 3-4 minutes
when the idle drops to around 1100rpm it starts jumping between 800rpm to 1200rpm for
around 30 seconds then it levels out fine and goes to 800rpm. I am wondering what is
causing this. A sensor? please help in know it is not supposed to do this. only happens
when the car is started right after the engne has been cold for a while.
