try unhooking battery a few minutes rehook if not out take to mechanic.

Yes, it's possible that the airbag light on the used cluster is fried in the on position.  Sometimes you need to "Tweak" a used cluster by replacing known good parts from yours with known bad parts from the new one.  I went through this with a Chrysler Sebring.
