No fuel getting into cylinders on a 1990 d16

Throttle body no fuel rail

Yes I can hear the fuel pump kick on I can even see it misting fuel into the throttle body it's just not getting into the cylinders

I got spark on all plugs I think the lifters might be stuck or collapsed I'm not sure
