headlights only work on high beam -- how to repair?

The lights are the retractable kind but when they open, they dno't work on low beam, only high beam. Very strange. The parking lights work okay. It doesn't seem to be a fuse as they both work off the same one. How do i correct this?

Strong possibility it is the switch.

or you could try replacing the bulbs

also check to make sure there is power going to the head lights

for now i have taken the power from the high beam wire and put it on the lw beam terminal on my actual head lights so that i dont get pulled over for not having any lights but they are suposed to be r...
