headlights only work on high beam -- how to repair?

The lights are the retractable kind but when they open, they dno't work on low beam, only high beam. Very strange. The parking lights work okay. It doesn't seem to be a fuse as they both work off the same one. How do i correct this?

also check to make sure there is power going to the head lights
