why are my turn signal lights always on on my 2000 camaro

My front parking/turn signal lights are always on when the car is turned on.
Flashers work fine. But I keep blowing out the bulbs because the stay on all
the time.

Those are used as daytime running lights when the headlights are off. Not sure what GM's logic was.
