Try having someone push it a little bit. The transmission may be locked up in park.

My wife's 2002 Cavalier has this now and then. Other day I went to start it, and shift column is stuck in Park, button on top won't depress, and when I turn ignition key, starter does nothing. Also seems like the brake system or transmission is locked up somehow. I turned key back and forth, then was able to get car started and shift again. A very weird problem that happens rarely, but is a real headache. Other than this, been a great car!
