I'd have to make sure battery has a full charge and battery cable/ connections all good, no voltage drops. Follow B+ from the battery, use a testlight. Any component that uses a fuse, check the fuse circuit for voltage, use a testlight. Some fuse circuits are hot all the time. Some go hot with the key on. As far as the starter motor, usually two voltage circuits, one comes from the battery hot all the time, the other circuit goes hot with the key in the crank position. Your vehicle may or may not use a starter relay, I haven't looked at your wiring, yet. Also part of the starter circuit is usually wired through a neutral or clutch switch, depending on the tranny. Any testing at the starter, make sure tranny is in park or neutral and the parking brake is set. You don't want to accidently crank it, in gear.

all fuses checked with meter all good. jumped neutral safety switch. tested relays with volt ohm meter all good. could this be the ignition switch?

Did you check voltage circuits at the starter, ground also? My info shows a starter relay, did you try jumping the load side of relay to see if starter cranks? Yeah, it could be the ignition switch, but, I'd want to check voltage to and from ignition switch on the proper circuits before I replaced anything.

have you considered a new ignition switch with new key? door locks might have to be changed, but is a way to assure correct operation~ http://www.ebay.com/itm/Toyota-Pickup-Truck-1989- 1995-Ignition-2-Door-Lock-Cylinders-with-New- Keys-/161966687614? fits=Make%3AToyota%7CModel%3APickup&hash=item25b5f78 57e:m:mhjObC14O1cNByKteDnEXrQ&vxp=mtr
