I can hear both relays click when key turned to start position. nothing else happens

I was able to pop the clutch to start this 1992 Toyota Paseo but not any more.  I have replaced cap, rotor, wires, plugs, and battery.  Had the starter, solenoid, and alternator tested; all good.  Undid wires at clutch pedal, inserted jumper wire; nothing happened when key turned to start position.  Diagnoses and advice would be greatly appreciated.  Thanks

Yeah, because the teeth got worn down so much (the few that were catching) that is just wouldn't pop anymore.
