i get it up to 60mph and the rpm stay at 4 instead of going back down

Does it really lack power from a stop. If so it sounds like ur trans is in what's called limp in mode and its staying in second gear. take it someone who is educated on the car not some mom n pop 1960s style garage.

when I am driving I will loose power than it shuts down. I turn the car off and let set for a couple of minutes then it will restart but the check engine light stays on.
