with the ignition on, there should be a shroeder valve on the fuel rail...push it with a screwdriver and you should have pressure...then controlling that pressure is a fuel pressure regulator and filter...it's all electronic these days...look for parts that can wear~ the TPS or throttle position sensor is one~ might be one of these...test before replacing~ http://www.jcwhitney.com/1983-2004-toyota- camry/standard-throttle-position-sensor/p2019094d2168y1983- 2004j1.jcwx

Check the ( ETCS ) Electronic Throttle Control System) fuse. It is located in the fuse / relay box under the hood.

Clarification. Are you indicating this vehicle starts and runs...but...will not rev up when you step on the accelerator pedal?

This vehicle may be in the "Limp in Mode. Did someone disconnect the battery for any reason? Is the check Engine Light on when this engine is running? If this CEL IS on...we need to know what codes have set in the computer(ECU).

do me a favor and test the throttle position sensor...because it has heavy usage would suspect this one~...see if the signal is not a mirror of the performance~

...else in a salty environment the system Ground becomes NOT reliable~ make sure the ground to the computer is there and reliable~

I had same issue, Check Engine + TRAC OFF came and no control over gass, it's not giving enough power to the wheels, so as per internet search, checked the gas cap and did the VSC ON / OFF, didn't fix the issue, so finally I checked all fuses in the fuse box, found one fuse 10A went bad for ETCS, after replacing the ETCS 10A fuse, everything came up normal .. :)
