I recently replaced a battery and a alternator amongst other things and although its running fine the heater and the radio or the windows and the gauges are not working in my 1997 Toyota camry

Sounds like you blew a couple of fuses. Check the fuses to the left of the steering wheel and check the fuses under the hood. There should be a fuse box just behind the battery.

I had someone check all the fuses and he said they all look fine! Would he be able to tell by just looking at the fuses?

If by "looking", I hope they pulled them out and inspected them. You may have bad relays also. Check the relays under the hood. They will marked on the underside of the fuse box cover as to what they control. As for the heater not working, locate your blower motor. Should be under the glove box. Turn your fan to high. Rap the bottom of the heater motor with a heavy ratchet. Did it suddenly turn on?
