1992 4 Runner, break light, engine light and AT/coolant light won't go out

The break light, check engine light and AT/coolant light won't go out.  We checked the alternator and the starter and they are both fine.  However, the battery isn't getting charged by the alternator.  What could be causing this problem?

Ck dioanoise cl small black box in engine dianois box put key on ass And put paperclip in terminal te1-e1 then go inside car and turn in ass Read the lights blinking on dash like blinks twice pause then blink blonk Blink that would be code 023 let is know and we can help Try it real easy
