Remote start wont work on my 99 grand prix gtp. whats wrong?

I bought a 99 grand prix gtp & this car runs great. but the guy said the remote start works but the
battery is dead in the key pad. Just replaced the battery & it wont start? The lights just flash like
you locked it or unlocked it. Any suggestions?

the remote start is bad itself.worst thing that was ever put on a vehicle.
