how do you determine why the a/c fuse #24 keeps blowing ?

you start doing voltage drop tests on the power side of the circuit to find out where the short is before the load in the system. the fuse blows {most likely} due to lack of resistance in a circuit. or you may find you have high resistance somewhere in the circuit drawing more amperage causing it to pop the fuse
