Get the VIN. Get the Car Fax. The "gentleman" put a engine from a 199,000 mile Jeep in it? So it's a 100.000 mile Jeep with a 199,000 motor? Does that sound right to you?

Why in God's name are you even CONSIDERING buying a 15 year old Jeep that has 199,000 miles on the engine + has an incorrect odometer reading? Keep in mind that this IS a Jeep, NOT a Toyota or Honda....Chrysler/Jeep products aren't exactly known for their reliability over the short OR long haul. You're asking this question for the 12th time just to torture me, aren't you?
