Replaced ignition and car won't turn over

After replacing the ignition switch in a 2002 Focus, the starter won't engage.  I had to drill
out the old switch to remove it, then I had the new switch re-keyed to fit the original key.  
The key turns to the start position, the lights come on, the fuel pump pressures up…but
the starter will not engage.  Could I have damaged the ignition switch housing when
drilling?  Any suggestions?
