ABS brake issue

I recently experienced ABS tripping when braking under normal conditons in my 02 1500 2 wheel drive. The brakes would pulsate and the pedal would vibrate under my foot, this tells me its abs issue. But I have not thrown a MIL or ABS light.

Here is what I have done so far to try and fix it.

New rotors and pads (it needed done anyway).
I cleanded the front wheel speed sensors, and finally replaced the worse looking one which was the passanger side.

Still nothing works. What else could it be. and are there other ways to troubleshoot since I dont have a code.

Update, I also pulled the ABS fuse to disable. But I still had the braking problem.
