if u bought the more expensive set of headlights with the HID projectors, it shouldve come with angel eye daytime running lights... the circles around the lights should light up

United states doesn't mandate daytime running light as a standard for cars.  Canadian models all come with them

you can have it changed, in the e46 this would have to be done at the dealer who can tweak the car to your settings, for example, if you would like only the drivers door to open when u push the open arrow, and with a second time the rest, this is a option, usually all programming is done free of charge, on the new e90 this programming ability is built directly into the dash screen and allows you to personalize your car :)

The "Angel Eyes" aren't Daytime Running Lights. They are just position lights and are not technically qualified for a DRL function.
