If you contacted the dealer using CarGurus.com you will either be sent a link a few days later asking if you would like to leave a review or you can click on the 'Used Cars' tab and there should be a link on the first page that you see to leave a review. If you didn't try to contact the dealer through CarGurus.com you are unable to leave a review on CarGurus.com.
