Why does this have condensation on oil filler cap

This 06 cobalt has condensation on the oil filler cap and a white residue on the dipstick. Still runs ok just wondering
what would cause this?   The coolant is still full and nothing is leaking!

short trips not getting the engine to operating temp. for very long.

It takes around 30 minutes of running to get the oil up to normal temperatures. Change the oil since spring is here and warmer days are coming soon.

go back and re-check the radiator level or the overflow container.white residue on oil cap!!
