My step moms 99 GMC jimmy is the same way, its nothing to worry about. I'm assuming the photo cell on the dashboard has gone bad and it defaults to come on all the time when that happens. That's only a guess and since they run all the time you won't have to worry about getting a ticket for your lights not being on.

some also have the option for "auto-lamps", ignition activated
