There should be another fuse box when you open the drivers door on the side of the dash or under the dash on the drivers side.

All power windows inoperative. By passed PWR window circuit breaker with jumper wire. Stil no power to master PWR window switch. Owners manual does not list a fuse for PWR windows in the underneath inst panel fuse box.. All fuses there are ok anyway. What next?

You have to pull it out from one side or the other and maybe even split it with a razor blade. It usually breaks at the door or at the body. It usually has only one wire broken.

You have looked at all the wires in the boot on both ends?

lA good fues does not ensure power is being distributed through the fuse. Use a volt meter and verify you have voltage supplied to the fuse.
