Passengers side rear taillight stays on will not turn off even with keys removed also no blinker on same side

For something so simple as a turn signal ford had to make it complicated. The lights are controlled by the body control module and from what you are describing and by fudging some of the results to move forward in the tests it looks like you may have one of the non-servicable relays that is built into the bcm stuck on or the steering column module acting up. The bcm is a programable module and if its the cause will need to be done by the dealership.
