96 Buick Riviera and just installed a fuel pump/sending

I have a 96 Buick Riviera and just installed a fuel pump/sending unit from my local dealership. I also installed a new o ring as well as a retainer ring. I installed the retainer ring and noticed that it has raised areas on all 5 legs ( If You Will) The ring stops turning when these so-called raised areas hit the tabs on the fuel tank, Then I am unable to turn the ring and close it all the way. Is this normal or should I force it to turn all of the way????  I only realized this when after I was all complete, I can smell gas fumes in the cabin of the vehicle when it is parked for a little bit.
Please help it would be appreciated more than you will ever know.. Thanks  Eddy
