1.3i rocam stutters up to 3000rpm and then goes normal. What could this be?

My Ford Bantam 1.3i is stuttering up to 3000rpm and the goes like a bomb.  What could this be?  Replaced the plugs allready.  This happens after an engine wash...

its eighther the plug wires getting wet and arcing out against the block, or the coil pack is getting wet internally.
