Start Button and steering wheel

How does one replace the push button start on an 05 STS?  How does one remove the trim panel surrounding said button?

Also, my heated steering wheel works about 10% of the time.  Most of the time, the button light flashes when the button is pushed, stays out, and nothing happens, even after repeated pushes of the button or several ignition cycles.  The fuse under the rear seat is fine.  Any suggestions as to what to check and how would be greatly appreciated.
