1989 cadillac deville left blinker indicator and blinker broken

My 1989 cadillac deville left blinker indicator is broke and it stays on when the headlights are on and my blinker only works when i manualy make it flash or "blink" and i was thinking it was a fuse but i cant find the fuse it would be in my owners manual so if anyone can tell me the fuse or the problem that would be greatly appreciated
