air condition pipe become freeze/icy

i owned toyota wish 2009..what happen is the air con pipe become freeze/icy and it takes way long for the fan to cut-off

the evaporator under dash has a temp sensor bulb like a thermo couple on a stove,to regulate the flow of refridgent at the flow valve in the line coming in, if this line is away from the cold evaporator the sensor thinks the car is still warm and will not slow the refridgent or r12, r134 ect causing freezey pipes
