Being an older motor, plug fouling may be caused by worn internal engine components (rings/valves allowing oil to get into combustion chamber at a greater rate than can be burned off by ignition in chamber)

also could be ignition system, air fuel regulator, faulty water temp sensor telling engine to dump more fuel. sounds like it is running rich. worn rings will have symptoms like smoke on startup, blue smoke etc.
