I own a 1998 1.9td 406 what is the best way to mod the car to make the preformance better

If it's the HDi, then you can get a chip that will give you about an extra 25BHP, if not, all that is really available are air filters and exhausts. I had a 1996 306 D Turbo 1.9 with pipercross induction kit and a custom stainless steel exhaust and those mods didn't really make it much faster, just a lot louder. If I were you I would give the guys at Peugeot Ecosse a call on 01506516106, they will be able to help.
