Fuse blows - but only when the vehicle moves (drive down the road)

1991 pontiac trans am gta, 5.7L  
Fuse takes out the entire dash, incl all guages.  Car starts and runs.  No accessory blows the fuse. Brake lights work fine.  Only when the car is driven up the road does the fuse blow.
Code reader does not indicate the issue
Ideas?

Neutral safety switch is out. You could take small wire and jump from your 10 amp radio fuse to your gauge fuse and it will work but all your guages will be lit up. Until ya fix switch.

Can I jumper across the safety switch to confirm that the issue is actually the switch? I assume normally open in drive/reverse, but closed in neutral?
