how much does it cost to replace a new front bumber for a 2008 Highlander ?

I live in Canada had dinged my bumper & was told that it would cost over 2000.00! They said I would have to have the whole thing replaced. Went to a friend's body shop & got it done (touched up) for just over $250.00.
