what could cuase this?

I have an 86 N/A 944 and it starts spuddering at 1600 rpm and wont go past 1600. And
just seems like it stalls out untill it goes to a lower rpm then will kick back to 1600.

Could be a host of things. Start with a fuel filter replacement. If that doesn't work, could be a vacuum lines, TPS (throttle position sensor), bad DME, bad DME relay. Just go through things methodically and isolate them one at a time. I have an 85.5 NA. Let us know what the fix ends up being.
