what could cuase this?

I have an 86 N/A 944 and it starts spuddering at 1600 rpm and wont go past 1600. And
just seems like it stalls out untill it goes to a lower rpm then will kick back to 1600.

To start with check your fuel pump to see if its not clogged, also replace your ignition cables and spark plugs.Those cars did not have much more than can go wrong.

Could be a host of things. Start with a fuel filter replacement. If that doesn't work, could be a vacuum lines, TPS (throttle position sensor), bad DME, bad DME relay. Just go through things methodically and isolate them one at a time. I have an 85.5 NA. Let us know what the fix ends up being.
