after i engage the PTO on my F350 dump truck THE shaft spins but the body won't lift

i did put a gallon of hydraulic fluid. THE truck was on the garage for 18 months with the dump full of concrete. I remember having trouble dumping last time i used the truck year and half ago. Maybe something happened inside the pump while using with low fluid level.
