1995 e150 fuel problem

anyone had any experience with not being able to put gas into an e150.   pump trips and it slowly drizzles in via gas can. check the filler tube and it is clear to the rubber connecting hose.  the vapor canister does not seem to be connected to the engine... the line from the tank splits into a T with one line going up to the engine and the other to the canister with just a cap on the 2nd canister port.

My work truck doing the same. One of the last answers on that link listed above is what kbro told me to look into.
