1999 Cobra gas tank overflows/spills gas

Hi Folks,
Gasoline bubbles up and overflows when I'm filling my tank. There is no warning bubbling sound as with other cars. Is this a common Mustang/Cobra trait? How can I fix this? I was told before I bought it that the gas tank vent was replaced because the previous owner had the same problem It apparently did not fix the problem.

Thank you Tom. What should I look for? I've never looked at a gas tank vent. does the tank need to com eout to see hte parts?
