choke on a 78 vette
when it is in the up position is it on or is it off

It's very simple. When ANY choke is on, whether it's a car or a lawnmower...the engine will start to run rough as the engine starts to warm up,as it is still being supplied with extra gasoline (choke on),rather than a balanced amount of gas & air as the engine warms up(choke open). You can also look inside your carberator and see in the bore whether a metal flap is closing off the opening with the choke in the on position (chokeing off the air,you see)....
So after a minute or 2,.. after the engine is warmed up,turn the choke off (or openig up that butterfly valve {flap} as it were,to allow more air in), then all is well.
