why wont my car turn over?

I have an 89 Chevy corsica and I just bought a new battery and starter and as of lately my car refuses to turn
over. The lights radio and everything work fine but just a tiny click happens when I turn it over then nothing.
I really could use some help as soon as possible. Thanks!

Would that be the problem even if I just replaced the starter and battery?

could be also see if it starts in neutral let know

where is the starter relay located? been trying to look all over but no luck.
