what causes the brakes to lock up on a chev 1/2 ton, year 1993

The y don't completely lock up,but, causes a felt drag on the tramsissiom.  Just what do I need in parts?

Are they locking up and skidding or sticking after pedal is released?

any shake in the steering wheel when stopping? rear disc or drum ? when was the last time you changed the brake pads?
