It is for routing of the ABS sensor on equipped vehicles if I remember correctly,

but why right one have two holders and left one have one? (R one 3in total and left 2)

my guess is that in other markets the model had more sensors or they made the one strut fit several different models that required different routing. I do my best not to try and understand engineering design reasons when it comes to cars. It usually just frustrates me. (i.e. why is the fuel pump relay for a Windstar van under the fender line?, why in the world did they have to put the Rio oil filter right above the drive axle almost all the way to the cylinder head?)

One is for wheel speed sensor and the other is for the flexible brake line if I'm not mistaken.
