Engine noise - intermitant tapping louder when cold - 2002 wrangler TJ Apex model, 170,000 KM

Noise seems to be coming from the right side of the engine, could be connected to/from a small round part ( forward  of the oil filter), it has electrical connection to the battery.? (Noise is similar to a fan belt ticking, but it' s not the fan belt) We've got the manual, but it's difficult to locate in the pictures, you can feel the tapping/ vibration on this thing. What is this part I describe?    Recent oil change did not help, we added an additive to reduce engine noice with some improvement, but not completely fixed, What will it take to fix this?  Any help appreciated, thank you!

Just in case anyone else has this problem, the mechanic's diagnosis was a worn sensor that monitors the drive shaft speed and the cam shaft speed, a kind of syncromesh/ communication problem. If it were to sieze, the truck would just stop because the computer would shut it down rather than do a lot of damage. My 2002 TJ Apex has very little rust, if I see it on the underbody I spray it with a Tremclad anti-rust paint a few times a year. The muffler was rusty and is about ready to go, so lasted about 7 yrs, too bad the factory does not give a warrenty on mufflers like Midas does.
