My Impreza won't start... The speedometer and tachometer are flashing even when the key is not in the ignition....

Sometimes dash.ights will come on when I try to start, sometimes not... Can't
even get the window up.

You might have a ground issue or a short in the wiring. Electrical gremlins are a pain.. You'll need to find an honest mechanic, dealer or not, that will fix it without running a tab out the door for diagnosing and trying to find/fix the issue.
