1979 Super beetle won't start, fires on starter fluid, can hear electric fuel pump making gurgling noises in engine bay, even after several minutes, it does not turn off...???

You'll need to check fuel system pressure. Often the fuel pump control unit connectors get cirroded; that's under a cardboard cover under the rear window.
