Would an O2 sensor on a 99 Neon cause a car to bog down at 20mph. The fuel pressure is 55 at the fuel rail.

fuel pressure should be 49psi on a 1gn so thats odd but yes if an upstream o2 sensor is bad it can make a car run poorly, bog, etc...
