Does a 2008 Renault Clio come with alloy wheels?

Used car bought with alloy wheels fitted. Insurance company have now declared that the
policy is invalid when a claim was made as "the modification" had not been declared.

The reason for the confusion could be that your particular model was produced with steel rims from the factory. What you do sometimes find is that they were optional extras and although purchased at the same time as the vehicle were never fitted by the factory. You can check this with your dealer as the letter coding on the chassis sticker will tell the dealer which options were factory fitted. I had the same issue with my BMW and after much detective work found that they were 'retro' fitted by the dealership and were classed as optional extras including the genuine bodykit!!
