My 95 Sierra has had the anti-lock brake light on for years and never had any issue.. it may just be a glitch on this model year

but if the pedal is spongy there may be air in the system... ask the owner is he properly bled them when he changed them last

Bleed the system through, there is probably an air lock. also adjust your handbrake, could also cause the light to burn. The abs light might also stay on if one of the sensor wires going to your wheels have been damaged or is not plugged in correctly.

I have a 1995 GMC SEIARRA and the right passenger tire won't turn and I looked at the dash board and the anti-lock brake light is on what do I do

Sounds like a deeper problem, maybe sensor broke off and it caught in the hub, or your wheel bearings on the axle not greased properly, bearing may be fused to the axle, try too take the capiper off then , nut and cotter pin that hold on axle. If it does not come off and will not turn when jacked up and jack stand, then need to cut of with either oxy/acytelene torch, or plasma cutter , use slide hammer to get rotor off, after taking caliper off if fused metal/metal. Then cut bearing off with rotoary disc wheel diagonally, try not to cut into axle. Get most off with chisel and large hammer. Then have to smooth out with files, as close to OEM specs as can so can recieve new bearing set.
