Determining the year by the Vin#

This seems like a basic question for sure..but I'm new to the car and have spotted one for sale. Is there a chart somewhere that a person can get to? I think this car is a newer model with the higher displacement engine like a 1963.? I've seen some cars for sale and they don't have the six digit number displayed but the identification tag pictured. It's a six digit number all by itself...right? Not on the i.d. tag that shows the Type and Chassis number and Colour code and Upholstery number. What I think is the vin# is 2211xx all by itself on it's own tag.
